Philadelphia officers taken off Street after videotaped beating

More than a dozen police officers will be taken off the street as authorities investigate a video showing three suspects being kicked, punched and beaten after they were pulled out of a car during a traffic stop, the mayor’s office said. “At a glance it does appear to be a bit beyond the pale,” said Doug Oliver, a spokesman for Mayor Michael Nutter. “Officers are not allowed to operate outside of the law.” Read full story + video >

A tourist screams “I can’t breathe, I can’t breathe” as four policemen pin his neck to the ground in the street. Within seconds, Frank Ogboru stops breathing and dies. But none of the men restraining the Nigerian car dealer will face a court because the Crown Prosecution Service says there is not enough evidence to charge them.

It is the second time in three years that the CPS has decided not to prosecute police over the death of a black man during or shortly after arrest.

In 2005, they ruled out charges against eight officers who restrained Roger Sylvester just before he collapsed with breathing problems in 1999.
